Chip blew up in Thermostat E base

iamlevis

The heat stopped clicking on in my Thermostat E.  After various troubleshootings, I opened up the wiring base and see that a chip seems to have exploded (see image).  As a test, I hooked up my R-wire to Y (i.e., I hooked my heat up to the thermostat's A/C terminal).  The Y terminal does work, so that confirms to me that this blown up chip is the problem with the heat.  Is the base a warranty-replaceable part?
