Cooling and set point behavior

I want to make sure Nest is capable of doing the following: 

I want to set my thermostat to 74 as the set point so that the AC turns on when the temperature reaches 1 degree above (75) and turns off when it reaches 1 degree below the set point (73).

please advise before I buy

I installed two nest non-learning thermostats about a month ago. I can't answer your question, but I can tell you I'm unhappy with the amount of cycles the nest runs -- too many, in my opinion -- 4 an hour, maybe. (Also called temperature swing, or hysteresis)

It is apparently not user configurable, which is baffling. (My old ones, my very very old ones, were fine, and adjustable )

Short cycling a heat pump is less efficient and wears out the equipment sooner, so so much for Google and nest being all "green".
