We have a Nest thermostat downstairs. When the cooling setpoint downstairs is satisfied it slows the fan down and then turns off the cooling system. But it is still warm upstairs. And turning the fan on all the time (which is not possible since Nest puts a 12 hour limit on fan operation) doesn't help since the fan slows down so much almost no cool air makes it upstairs.
If I install a 2nd Nest thermostat upstairs can it communicate wirelessly with the downstairs Nest to not have the fan slow down and the cooling system shutdown until it is cool enough upstairs also?

A second Nest thermostat won't directly communicate with the one downstairs to keep the fan running since Nest thermostats currently lack multi-zone functionality.
You can try installing a Nest temperature sensor. this will allow it to take the upstairs temperature into account. However, this won't prevent the fan from slowing down or shutting off completely.
