Factory reset does not erase wifi passwords

After doing a factory reset on the Nest Thermostat (2020), I am not asked for my wifi password when repeating setup. How do I do a reset that deletes ALL personal information?

Factory reset removes that information from the device. However, when you go to set it up again, Google Home already knows that information so does not prompt you for it to speed up setup.

After the factory reset I also clicked on Remove Device in Google Home, and the device was removed. So google home remembers devices and associated passwords even after factory reset and device removal? So you have my wifi password even if I have no devices connected. Great. Time to change passwords I guess.
