Fan continues to blow after AC is turned off, but not a problem with my old thermostat?

So odd issue that I haven't been able to resolve since installing the Nest Thermostat.
 
When cooling is turned off, I can feel that cold air is no longer being generated, but the fan remains on.  The only ways I have found to turn it off is to remove the thermostat from the base plate (more on that) or to turn off the fan through the fuse box in my apartment.  Otherwise, everything else (heating and cooling) works fine.
 
Some of the things I tried to look into:
1) I have checked all the wiring connections at both the thermostat end as well as the junction/controller box where my HVAC unit is located.  After looking through all the diagrams and running the traces on paper, everything should have already been properly connected.
 
1a) I did notice that there was an Greenfan efficient fan controller installed.  Having looked at wiring diagrams for that, I believe those wires are also properly configured.
 
2) While it appears to be unnecessary and only for continuous wifi power and preventing battery drain, I connected the C wire on both ends as well (previously unused).
 
3)I have tried keeping the G wire unplugged, and this just disables the fan entirely, even with the AC running.  Plugging it together with the Y wire to the Y terminal also results in the same issue.
 
4) With regards to removing the thermostat, it stays on sometimes, and then turns off other times (not so often, however).  Replacing the thermostat when everything is "off"  triggers the fans to turn off as well.  However, after some minutes the fans will kick back on.  With this, I wanted to say that there was an issue with the thermostat itself and not anything else.
 
5) Replacing the thermostat entirely with my old thermostat operates normally.  It is a Honeywell Thermostat with basic functions (heating, cooling, off, and auto/on for fans).  Leaving it on auto of course turns the fan on when heating or cooling is on, and leaving it on auto keeps the fans on without heating/cooling.
 
6) Having a look at the fan settings, nothing seems to be out of the ordinary, unless I missed something major.  No fan schedule is set.  Disabling the G wire in the app disables the fans as well, even when cooling.
 
While I would like to avoid having to buy a new Nest thermostat (since this one is new) I suspect that the thermostat is the issue, since my previous attempts for a solution is only resolved by replacing my old (non-smart) thermostat on.
 
My current (but unideal) solution is removing the G wire from the thermostat terminal and jumping the wire between the Y and G terminals at the control box.  I understand that this allows for the fans to run only when cooling is running, but disables any independent control of the fans from the thermostat.  That said, I wasn't planning on using the fan independently nor for heating (I live in the Inland Empire) but I also want to just leave that option available.

I'm so sorry for the delay in our response, but I wanted to hop in here to make sure we addressed your concern. I can definitely understand the frustration when it comes to wiring issues as it can be very confusing to figure out sometimes, but I'm happy to look into this for you. 
 
First off, I would suggest using the Compatibility Checker to see if your system is compatible. Then, if it is I would suggest using this article to help identify the different wires. If you're still having troubles after that, I would suggest contacting a pro to come out to help you with this since they would understand the specifics of your HVAC in ways we can't assess. Check out "airwave" in settings. It sounds like you're describing what airwave is designed to do - but if you disable this setting, it should resolve your issue.
