Gen 3 nest thermostat when off is turning on my harahe heater

Hey guys, I have a Gen. 3 nest thermostat in my garage. Installed with only a 2 wire system. I have only thermostat wires going to my nest thermostat. When my nest thermostat is off, my heater in my garage is trying to turn on and then quickly turns off.  I have a black and white wire only. I have the white wire in the W1 slot and the black wire in the Rh slot. I went up to my heater and tested the voltage. The black wire constantly has 24v and the white wire has 2.0v. When my thermostat is off and the system goes on and off quickly the white wire receives 4.4v and then back down to the constant 2.0v. I don't know why this is happening. My old regular thermostat, when in the off position it did not try and turn on at all. When I put the heat on it fired up right away. I don't know if I can post pictures in here or not to show what I am talking about but I will try. I have to pull the face off the wall in order not to burn out my new heater.  Any help would be greatly appreciated.

Oh no! I'm sorry to hear that your heater runs even though your Nest Learning Thermostat is off. Are you located in North America or Europe? Since you've verified that the W1 wire is receiving 24 V (which is the recommended voltage for a Nest Thermostat) and that the RH wire is just receiving 2-4.4 V, which is a very low voltage for the thermostat, In this case, could you move the black wire from RH to RC and check if the voltage goes to 24 V and if the issue still persists?
