Heat Pump AC continues to run after I power off Nest thermostat

Purchased a new Bladex heat pump AC unit to replace an older AC unit. 

The heat pump fan continues to run (no air blowing through ducts) after i turn off thermostat.  When i remove the thermostat from the wall the fan stops. 

Any idea why?
