Heat blowing cold

I am having issues with heating my home using the nest thermostat. When I turn on the heat, the AC/HVAC unit turns on. I have unplugged the fuse to my HVAC and still the problem persist. My thermostat says that I have a o/b (heat pump) when I do not. I don't have an O or B wire and there is nothing connected to my O/B. Why is it registering a heat pump? Is this the issue? Tech didn't seem to really know what to do to help, especially since I can't find a model number on my unit at all!!.

Did your old thermostat have a jumper between the RC and the RH? If so you have to put that into the Nest too.
