My apartment complex just installed a Nest Thermostat. I set it up on the app and ran the heater for the first time today. I put it on heat, but it’s only blowing cold air. I can’t get the air to be warm. Does anyone know how to fix this issue?

They need to add a C wire to the Nest.
Do you have AC and heat with this system?
I see they used blue wire for AC ( Y terminal) that is usually a yellow wire but it could be they used blue for the AC wire. Usually blue is for C common wire but without seeing the other end of the wires at the furnace no way to know. Can you access the furnace or is it off limits to tenants?
There could be some other problem with your heat not coming on but in the long term without a C wire the batteries will wear out often since it gets power from R red and C common to keep Nest powered up.
