Jumper between Y and W, but no O wire

I am trying to install a Google Nest Gen 4, and my old thermostat had two jumpers

1. Between Rh and Rc

2. Between Y and W

I also have no O wire. The only wires I have are:

1. C wire

2. Rh/Rc jumped wire

3. G wire

4. Y/W jumped wire

I’m also only measuring 13.6V between by Rh/Rc and C. 
I can’t the Google Nest to work, and can’t find any resources. Please help!

We appreciate you contacting the Google Nest community. I am aware that you are attempting to install your Nest Learning Thermostat 4th gen and are looking for instructions on how to connect the two jumpers your old thermostat included. I'm happy to help you right now.

The Nest Learning Thermostat requires a minimum of 24V from your HVAC system in order to function. Additionally, installing the Nest Learning Thermostat 4th gen doesn't require connecting jumpers.

To learn more about the issue and determine the most effective method for installing the Nest Learning Thermostat 4th generation, I would like to ask you a few questions.

• What type of HVAC system do you have? (heating and cooling, heating only, cooling only).
• Could you send me a picture of the wires on your old thermostat and the control board?
