Lock Nest Thermostat to prevent turning on

I want to lock the Nest thermostat to prevent it being turned on.

It seems like I don't have an option to do this. When I lock the Nest Thermostat from the iOS app with a PIN, it allows a range that it can be set at.  This feature is great.  But, sometimes, I want to keep it off completely and don't want it to be on Heat or Cool. Can this be done?
