Looking for configuration assistance Nest 4th Gen

Good day,

I have replaced my Nest Gen 2 with a new Gen 4. It is working but my fan runs (almost) continuously and my electrical bills have surged.
Despite my best efforts, and using such tools as Gemini and other LLMs, I have not been able to configure the unit to correctly manage my primary heat-pump and my back-up electric furnace. Google seems to have no certified installers in Montreal. 
Do you know someone who would be willing to video-call me and help to wire the physical device correctly, and then configure it correctly? Willing to offer reasonable compensation for a solution.

With Google Nest Learning Thermostat Gen-4, the fan only runs when the thermostat os calling for Cooling.  With furnace heating systems the blower fan under the control of the furnace. 
If you set up a fan schedule on the Gen-4 then that would be the only other way to force the fan to run.
