Nest 3rd gen, has 28v at base, Vic 40.17v, Vin 40.17v and still won’t charge the batt

Hey y’all, I can use some help. I have two used Nest 3gen’s that where given to me. They where both uninstalled because the facility upgraded to something else. Both worked great at the facility. I installed the first one and could not get the battery to hold a charge, so I moved to the second one. I charged it like the first one and installed it, after a few days it goes dead. It won’t take a charge. Technical information says I have Voc 40.17v and Vin40.17v, my batter is down to 3.628v. When I run the fan it seems to charge the battery, I didn’t run it long enough to prove that theory.

all my wires have 28v at the base.  My new wiring setup is Y1, G, OB, RC, W2AUX, C. 
My old wiring setup is the same as a above except with two extra jumpers E/AUX and RC/R. The other difference was a S1 and S2, both where for an outside temp sensor.

Remember both held a charge and where cycling the Hvac on an off at the other location.
I have a C wire, all wires have 28v’s, I charged the unit over night 

 

any ideas?

Look in the air handler and make sure that the C wire is connected to the C terminal.

All my wiring inside has 28v

i double checked outside and it’s the same thing

also the technical page on the nest says I have 40.17v coming in

And yes all more wires match up outside

Thanks for reaching out. I'm sorry for the delay. Let's sort this out. Could you please try to remove your C wire to isolate it further? Make sure to turn the breaker off first before touching any wires. Also, please gather the complete Power readings of your Nest Thermostat with LIN readout with or without C wire connected.
