Nest E does not turn off fan when using the fan schedule option

Nest E does not turn off fan when using the fan schedule option.  I can turn the fan off and on MANUALLY.  But when the Fan Schedule turns the fan on, it does not turn it off.  AND you cannot turn it off manually after that without changed it to heat or cool then turning off the fan manually.

This did not happen with my old carrier, it worked.  But with my new 2 stage amana where the fan is on the low setting, it does not work.
