My Nest Thermostat needs a power connecter (PC). When the PC is installed thermostat does not see the Red and White wires and of course reading no power. When the PC is not installed the thermostat sees the R&W wires but of course no power as I have no C wire. This tells me I have a fault in my PC?

Does the furnace have a C wire, or are you using an external 24Vac transformer?
If you use an external transformer, you must remove a little jumper on the power connector.

So removing the jumper will allow the thermostat to recognize the wires? Here is my zone controller. When connected inline to zone 3 there was no recognition of the red and white wires by the thermostat and of course no power. There appears to be a C connection in the zone controller. I was connected to this…nothing.

That particular controller doesn't have a C terminal that you can use. I have read of a couple of ways to connect a C wire, but I can not verify them to be accurate and will not damage the equipment, so I don't provide them.
The alternative way to get the needed C wire is to use an external 24Vac transformer, and wire is the way I posted in my earlier post.
Sorry.
