Nest Thermostat eco mode improvement

I am not having an issue, just a suggestion.  The plan I have with my utility company has cheaper rates for 21 hours (6:00PM to 3:00PM)  and significantly higher rates for 3 hours (3:00 PM to 6:00 PM).   During the Arizona summer, we precool our home from 11:30 AM to 3:00 PM even if nobody is home in order to keep the air conditioning from running during the expensive 3 hour window.  Unfortunately, if I have eco mode enabled and nobody is home, the house doesn't precool.  It would be nice if the Nest thermostat allowed us to schedule when eco mode was allowed to run.  Lately eco mode has been costing us money instead of saving  I can see it on my daily/hourly usage/cost report from my utility.  

Please add a feature that allows for scheduling when eco mode is allowed to run if nobody is home.
