Nest Thermostat is reading "starting soon"

Hi,

I noticed starting this morning that the house was getting warm. Air set to 68°. Next thing I notice that the temp is reading at 74°. 

Tired checking fuses and all the normal stuff but nothing seems to be wrong. Also the outside fan is not turning. 

Any thoughts what this could be?
