Nest Thermostat will not manually heat house when in "HEAT STAGE 2"???

We have 2 Nest thermostats V3 and each essentially locks us out of heating the house when we move the thermostat to higher heat.  Says there is a delay for "HEAT STAGE 2".   I have reviewed endless posts and cannot find the answer.  I have wired both Nests correctly.  

I have also gone into the schedule and moved the time/temp to allow heat now to start.....does not work.  Please help.  Thanks, Scott

Thank you for reaching out and I'm sorry to hear about what happened.

We could further check by getting a photo of your current thermostat wiring. Also, go to settings > equipment then select the right heat source and fuel type.
