Nest Thermostat

I was expecting the nest to turn on heater when house dropped to 40 degrees in the off safety 40 mode didn’t work when it won’t register below 42 degrees

Thermostat won’t register lower than 42 degrees even when the freeze alarms on , yet it says safety 40 in off mode
