Nest not activating outdoor unit on heat-pump system

Less than 4 year old Trane heat-pump system with 2 Nest learning thermostats (one upstairs and one downstairs).  I believe the Nests are periodically not signaling the outdoor heat hump to engage, so I’m just recirculating the cold air that’s in here.  Every few weeks, I am switching off everything at the breaker and letting the system reset.  Then, wait 5 minutes, switch everything back on, and all is well.  A few commonalities each time this occurs seems to be 1. Electricity flickering due to wind/weather (usually directly thereafter, I’m having issues).  2. When there’s an extended period of no movement so Nest goes into eco mode.   3. Colder than normal temps.  You know, when you’d want for the thing to actually work well, lol!  
I have had the HVAC guy out 3 times, no joke.  He has tested free-on, pressure, electric.  He has found no issue with the system itself.  In fact, it was he who suggested I trip and reset the breaker when this happens.  He is blaming the Nests I have.  And suggests that I go back to basics with the thermostats.  Can anyone share a solution?  I don’t know how to post images here, but I’ll try after I hit post.

I’m having about the same problem. I think it’s in the temperature balance settings. It cuts out the outside unit when the temperature falls below a certain temperature. https://support.google.com/googlenest/answer/9248719?hl=en#zippy=%2Cchange-heat-pump-balance-setting...

@Jenn4T, yikes! Thanks for reaching out, and I'm sorry to hear about the situation. It sounds like you're experiencing some issues with your Nest Thermostats and their communication with your Trane heat pump system. Sorry it took me so long to get back to you.  I honestly thought I would be alerted when someone replied!  I am sorry you're also having issues.  I don't think mine is related to the heat pump balance you suggested, but it does help.  See, my white wire is in W1 and not W2, and I think I am going to change that.  I have to manually put it into "emergency heat" mode when needed.

It doesn't just happen when it's super cold outside.  Yesterday evening, for instance, it was 43 degrees outside.  Plenty warm enough to use the Heat pump.  Shoot, it still pumps plenty of warm air in the mid twenties (low twenties and I kick in the emergency heat or use my propane fireplace).  It seemed to have happened, in the past, when a disruption in steady power was noted (a blink in electricity or an outage) or after I return home from being gone all day (when the thermostats go into eco mode automatically).
