Nest outer ring not functioning and not changing the temperature

Good Day

As of yesterday our nest thermostat is not changing the temperature when moving the outer ring however it functions normally from the iOS app. I tried restarting it but it does not change anything. I also checked the voltage and it show 3.93 volts the software version is 5.9.4-5

not sure what to do anymore
