Outside Temperature Sensor

looking for a thermostat that will look at the outside temperature and lockout the AC if temperature is below a certain temperature

The sole sensor capable of reading temperature with either the Nest Learning Thermostat or the Nest Thermostat E is the Nest Temperature Sensor.
