Thermostat problem

Heat turns on to stage two but not stage one on my heat pump.  Service man just fixex heater but doesn’t know how so set thermostat

I have been trying to send a picture but computer is giving me fits this morning.

So I will tell you what I have.  Y1-yellow. G Fan Green, RC Power Red, Common C blue, w2 Aug White, W1 tan or light brown.  Secondary heat works as does air cond and fan, but H1 does not.  H1 test, the main fan does not.  Heater automatically goes to H2 I assume because of this.  Any ideas?  The unit is the cheap version of Train.
