Thermostat says its cooling but HVAC does not turn on

Iv had my nest thermostat for about 2 years now in my apartment, I had to get a specific upgrade for the HVAC to be able to support the nest. It's been perfect for almost a year now, and all of a sudden now the nest says it's cooling but the HVAC system does not turn on. This lasts for a few hours randomly, but then works fine. iv been over all my settings to make sure it wasn't something that was set and nothing. Iv even added scheduled cooling events on the app and still nothing. And the HVAC company my apartment uses says it's not their system. Figured I'd try posting here before I try doing a reset.

Thanks for posting on our community page. That's really frustrating! I can imagine how inconvenient it must be to have your Nest thermostat acting up like that. It sounds like you've already done a lot of troubleshooting, which is great.

Let me ask you some questions to pin down the issue: 
 

1. What type of Nest thermostat do you have?
2. What type of system do you have? (Heat Pump or conventional type)
3. Do you see a power error code on your thermostat?
4. when was the last time that you did maintenance to your HVAC system?
