Two C wire options

My default thermostat had a C wire attached to it, and it was blue. When I removed the old thermostat I also found a sneaky black wire tucked behind it not connected to anything. 

Since the old thermostat used the blue wire for C, I went ahead and used that one for the Nest. I'm getting the 'delayed' message that indicates that the power isn't sufficient. For good measure, I tried the black one instead and had identical results. 

Has anyone else come across this issue before?

Go to the furnace and confirm it is connected to C on the terminal strip. Or if you have a multimeter set it on AC volts and test Red to Blue see what you find. It should be 24 to 30 V AC.
