I have a Nest thermostat that came with my house. It is associated with the account of the previous owner of the house. I would like to reset the thermostat so that I can control it from my phone or device. How do I re-set the thermostat so that I can control it with my phone?

Did the previous owner remove the thermostat from the Google Nest app or Google Home app while they were still on their Wi-Fi network, and then perform a factory reset? Then you can reinstall the thermostat in the Google Nest app (Nest Learning Thermostat or Nest Thermostat E) or Google Home app (Nest Thermostat).

No, the previous owner is not willing to do that. So is there anything that I can do?

That's too bad about the previous owner; it means that they are handing off a thermostat that you cannot use.
We don't have a Nest thermostat (just cameras, doorbells, and Nest Hubs), but this Google Nest help topic implies you can do a factory reset from the thermostat itself:

Thank you! I was able to call customer support and they guided me to reset it. I thought I had already looked for that! But it is all set so thank you so much!

I tried to scan the QR code on the device and it isn't able to pick it up for some reason - I tried using the Nest app to do that.
