Unable to enroll in Rush Hour Rewards with SMUD

I'm attempting to sign up for Rush Hour Rewards with my energy provider, SMUD.  

When I select them from the list of providers, it takes me to an information page.  At the bottom of the page there's a "Sign Up" button.

When I click on "Sign Up" I get taken back to the list of energy providers.  No way to actually get to the point of signing up.

What the?????

Thanks for reaching out. I'm sorry to hear that you're having an issue with signing up to the Rush Hour program. I'd love to know more about this. What app are you using to sign up? Also, if you're seeing a button with 3 dots on the top right, please check if there's an option to open it in browser.
