Unable to turn on heat

Thermostat communicates with heat link. Heat link lights are correct but will not switch on heating. Emergency bypass pressing button does not switch on heat

Is it a new installation or has it been installed and working for some time before this behavior occurred? Also, was it installed by a Nest Pro or by a regular installer/electrician.
