I am trying migrate my nest account but don’t know my password and when I try to change it the verification code is sent to an old phone number.

I'm sorry for the late reply and for the issue you're having accessing your account without a verification code. Let's sort this out.
If you no longer have access to your registered phone number used for the 2-step verification, you might be locked out of your account. This step can be temporary. But please try to get access to your registered phone number for the 2SV from your mobile service provider so you can change it to your preferred number.
