Upstairs system will not work unless downstairs system is working

As it says in the subject my upstairs heating will not work unless the downstairs in heating up.

The upstairs is set to come on 1 hour before the downstairs, however, the upstairs will not start heating up until the downstairs starts heating up..

Also if i try override the upstairs during the day when no heating is on at all, it doesn't.  What is frustrating in that the up stairs thermostat in these instances is showing orange as if it is providing heat - but it isn't.

What is wrong?

I'm sorry for the late reply and for the trouble this may have caused you — let's see what's going on. 
 

To isolate:

 

  • What type of Nest Thermostats do you have?
  • Do you have a zoning system?
  • What type of furnace do you have? (gas, electric, etc.)
  • Did the heating ever work with the upstairs thermostat?
  • Did you select the correct fuel type?
  • Do they have a C wire?
  • Please check the power status for battery level, voc, vin, and lin under technical info settings.

2 x Nest learning thermostats
 
 Do you have a zoning system?
Yes, downstairs and upstairs
 
 What type of furnace do you have? (gas, electric, etc.)
Gas - Worcester Bosch Greenstar CDi Classic regular, condensing boiler
 
 Did the heating ever work with the upstairs thermostat?
It only works when the downstairs is providing heat
 
 Did you select the correct fuel type?
How do I check this
 
 Do they have a C wire?
