I want my upstairs system to come on before my downstairs system To be warm before I get up). However I can only get the upstairs system to work when the downstairs is already activated and running.Is this something that can be done, if so how?

As it says in the subject my upstairs heating will not work unless the downstairs in heating up.The upstairs is set to come on 1 hour before the downstairs, however, the upstairs will not start heating up until the downstairs starts heating up..Also ...
