Use heat link thermostat?

Can nest thermostat e be configured to use the lowest of the heat link and the controller thermostats? I think it just uses the stat in the controller

In this situation the heating won't come on as the display controls the heating. The Heat Link measures the temperature and it's only to inform you. It cannot be configured as you've described above.

I mean if my desired temperature is 21, and the heat link thermostat is measuring 20, but the display measures 22, will the heating come on? If not, is it possible to configure?
