Y1 no power due to building shut down AC service during winter and voltage come out from Y1 is 0

Hello

 

Just bought nest thermalstat today and try to connect. The building I live at there is no AC so the voltage I measure from Y1 is 0. Heat is on and was using honeywell thermalstat interface there is a switch button to switch from heat or cool. Is there any way to work around this situation or not. 

 

Please help out

To determine if your system is compatible with a Nest thermostat, please share a photo of your current wiring configuration on your Honeywell thermostat. This will help me assess the compatibility.
