dual fuel setup, heat pump and baseboard, temp not tracking with thermostat setting

folks,

a bit of a learning curve for me

dual fuel setup as shown in PRO diagrams (1 stage heat pump, 1 stage heat) (heat source 1=electric, alt heat source 1=oil fired baseboard) 3rd gen learning t-stat. 

t-stat set for heat at 68deg, t-stat shows 71 - 73 deg on average, balance point set at 40deg, fan off unless compressor is on. what have i missed since the bedroom temp is higher than t-stat setting at 68deg? outside temp today is 37deg, 3deg below the balance point, the compressor is not running so no heat pump, yet the bedroom temp is 5deg above the t-stat setting

is this 'normal'? that is, within 'average performance'? at 5:30pm the t-stat program is set to drop to 55deg and reset to 68deg at 7:30am. that part seems to work fine. but it seems the heat pump on/off and the baseboard heating cycle are not quite in-synch? the higher temp was noted mid-day, so if this is 'lag-time' in performance, seems a bit long?

no eco options set or any other features - very basic dual fuel setup for now

anyway, if someone has some insight, that would be appreciated.

ps: this is for northeast New Jersey, so i have the balance point at 40deg - not sure if changing that has a huge impact?
