Like others, I committed to the nest based on the expectation, guidance, and explicit promises that the power connector would be free. However, I am running into problems completing the transaction. At the "cart" step, it says "discount will be applied at checkout" however the discount does not appear during the "checkout" step.

I appreciate you for keeping up with your Nest devices, but the offer of a free Nest Power Connector is limited to one code per home. Did you get this offer via email or during the set-up process in the Google Home app? Also, are you trying to install two Nest Thermostat 2020 models?

Your colleagues in Google Store support are giving me the runaround and have not yet solved this case. Yet they have also not declared they will not solve it. So we all must continue to wait in a Kafka-esque limbo of knowing we have no power, yet not knowing if there is anyone with power to solve the issue.
I'm sorry for the experience you had with our team. I understand that you need to have a Nest Power Connector installed to provide power to your thermostat. Unfortunately, offering more than one free power connector is not an option, but if you reach out to the Google Store team, they should be able to help you with more possible options.
