Adding a Google Nest point

I am trying to add a Google Nest WiFi point. I have a Nest WiFi router, one Nest point (AC 2200) and one Google point (AC 1200). I successfully get through the device setup steps, scan the QR code, it finds the point, I get the sound and the ring lights up.  I get a screen that says "connected" but that is replaced by "something went wrong...make sure you have enabled local network in your settings "(I have.)  I pressed the factory reset button and got the same results.  I keep going in this vicious circle.

I had no problems when I originally set this up two years ago and when I helped a friend.  The difference is I am adding a point a couple years later.

HELP!
