Airplay to speakers works with iPhone 12 but not iPhone 11

I have two iPhones. Using iPhone 12 when I use airplay to connect to speakers, it plays YouTube music or YouTube video.  However, on iPhone 11, when I tried AirPlay to connect to the same speakers, it will ask me for an AirPlay code.  Obviously it’s not a TV so it cannot display a code.  Why does my iPhone 12 play automatically but iPhone 11 asks for a code?  Messaged apple and they said you cannot airplay go speakers which obviously isn’t correct.

Have you enabled iCloud Private Relay on the 11? That would block it from seeing devices on LAN.

Any other 3rd party VPN service in use and connected? Like NordVPN.

I was also told to upgrade to update 16.3.1 but that still doesn’t do anything.  Why is it asking me for a code to connect to speakers?
