Google Nest Wi-fi says 2 ethernet ports. Is one for receiving the signal from the modem and the other for forwarding the connection to a ethernet connected device? Or are both able to send out to peripheral devices with another connecting to the modem?

Yes – there are two Ethernet ports on the Nest WiFi Router unit. One is the "WAN" port, which should have a sort of "globe" icon. That port is for connecting to your internet service (e.g., your modem). The other Ethernet port is the "LAN" port, which should have a sort of double arrow "<->" icon. That port is part of the "inner" network created by the Nest WiFi Router – the same network your WiFi devices will connect to. You can use that port to connect a single wired client device to, but you can also purchase an inexpensive unmanaged Ethernet "switch" (and a few Cat 5e Ethernet cables) to make more Ethernet ports available to connect more devices. You can even run longer cables from that switch to remote locations and hang more inexpensive unmanaged Ethernet switches off of those runs to connect multiple wired devices in those locations. All of these devices will then be part of the "inner" network, so they'll be able to communicate with each other as well as any WiFi devices.
 
If your modem has multiple Ethernet ports, it is also a router + firewall, and it's best to only use one of those ports to connect a Nest WiFi Router and connect any wired devices "downstream" from there (via the Nest WiFi Router's LAN port) so everything ends up on the same network rather than getting spread across the Nest WiFi Router's "inner" network and the modem+router's "outer" network.
