Google Home App Can't Manage Nest Wifi Pro without Internet Connection?

Hello, 

I am having a terrible time trying to configure my 3-pack of Nest Wifi Pro pods to work with my new Bell Fibe internet and Giga Hub 2.0 Modem. 

I might make a separate post for other questions, but I wanted to start here first.

Issue:

I have 2 of the 3 hubs in a mesh. I have created a wi-fi network called "Network1". Currently the hubs do not have internet access and they are slow pulsing the yellow light. I want to restart the mesh network from the google home app. I am connected to Network1 on my iPhone, but the app won't let me manage the network at all. When I go to the WiFi section of the app, I am stuck with the loading wheel. It seems that even though I am connected to the wifi network, I can't actually manage it when the pods do not have internet access through the modem. Why can't I just manage this local network without internet access? Is there something else I can try?

Currently, setting up a Nest WiFi system without internet access is not a supported feature. Your experience is incredibly valuable to us as we continually work to improve the product. Please consider sharing your thoughts directly with our development team through this feedback form. Your input will help us prioritize features and ensure that we're meeting the needs of our diverse user base.
