Google Wi-Fi flashing orange light and cannot find device

Are you feeding the first/main/primary Google Wifi unit a internet connection through an ethernet cable? If you connect this same ethernet cable into a PC instead, does it get an internet connection?

I'd try a factory reset using the physical button + delete any existing network from your Google Home home:

Then set up from scratch:
