once WiFi reconnected after an outage google WiFi pods no longer connect. I have both enabled and disabled the bridge. I have restarted both the google home app and factory reset the pods. When bridge was connected no WiFi at all. With bridge off get WiFi but pods do not connect. Next steps?

Put modem/ router in front of Nest Wifi into bridge mode if it's not already, to avoid double NAT.
Then factory reset all Nest Wifi pucks using the physical button + delete the network from your Google Home home:
Then set up the network from scratch, reusing the network name (SSID) and password so that devices reconnects automagically.
If the device used for setup is iOS or iPadOS, make sure you have no VPN enabled/ connected; not any 3rd party product, nor the "Apple iCloud Private Relay" ( https://support.apple.com/en-us/HT212614 ).
Also make sure the Google Home app has been granted permission for "local network access" ( https://support.google.com/chromecast/answer/7172427?hl=en ).
