Did you speak with support, or did the contact support form bring you here? If you spoke directly with support, was it by phone or chat? Did you receive a case ID that you can share with us? Hi Mel,
Actually I have repeated experience of seeking google chat support and usually it would spent an hour and no solution.
For the Nest Wi-Fi Pro discount, I give up calling the google chat support.

I am sure a lot of existing Google Wifi users (who can show the proof by a screenshot of Google Home App Witi wifi devices online) have the same issues as me. I guess it would be easier to open this discount offer within the Google Home App in which there are existing wifi devices. This would be reasonable to all eligible users.
