Hotspot to WIFI to Wired Adapter to Nest

Trying to confirm if you can you an android hotspot (cell phone) to create WIFI to a WIFI to wired adapter and then gave the nest router plugged into adapter. (Regular internet has an outage and try8ng to get Nest network back up)
