I don't have a smart phone, but all instructions seem to only use a smart phone to set up the Google mesh wifi. Can I use the app on my computer to set up?

The Google Home app is the only way to set up and manage a Google Nest Wifi network, as mentioned here:
But some unverified workarounds (as in I don't know if they'll work) are listed in this reply:
Basically, you could try Chrome OS Flex which should be able to run Android apps ( https://developer.android.com/topic/arc/development-environment ), WSA (Windows Subsystem for Android) on Windows + sideload the Google Home app, or an x86 Android OS, like:
