Google Home app for Android or iOS/ iPadOS is the supposed way of configuring Google/ Nest Wifi. You could use a tablet (iPad for instance), so not limited to phones only per se.
Thinking outside the box here, you could maybe use a Chromebook (it can run Android apps, right?). It's probably possible to use a Android emulator on Windows or Linux, maybe Android subsystem for Windows, combined with the info in this guide:
