My old laptop has a weak connection because it is connected to a far away point instead of another one closer. How to make the laptop disconnect and reconnect to a closer point?

WiFi client devices (like your laptop) decide which access point to connect to, including which band (2.4GHz or 5GHz) to use as well as when (and whether) to switch. Google/Nest WiFi does provide extra information that can help clients make better decisions about this, but not all clients support the specifications used to accomplish that (namely 802.11k and 802.11v). So, some clients end up being better at this than others, and it's not uncommon to see clients "stick" to an access point that is still working, even when a better option is closer.
 
You may be able to get your laptop to re-scan and select a closer access point by briefly disabling the WiFi on the laptop and then re-enabling it.
