Sorry to hear about the setup issues you're facing with your Nest router. I'm sure that's been quite confusing to try and sort out. Let's get this fixed for you. I do have a few questions to help us get started.
Are you able to verify the modem has an active network connection?
Have you tried using the setup code instead of the the QR code?
Is this a brand new setup, or is this a setup after a factory reset?
