Each smart plug comes with a user manual/instruction card either in physical form or can be found online, to get an understanding about the functioning of the device. You will be able to find more details about how to make the plug online back from its offline state there.
Also, moving forward it is recommended to first reach out to the customer support team of the company of the plug. They will be able to provide better guidance with their products. If they feel this is an issue at Google’s end they will reach out to us in this regard through dedicated channels and then we might be able to do some investigation and provide a solution based on the technical details and specifications provided by them.
