We have a Google Smart Home Action that has been in production for a few years. Now we need to make changes to it, we've implemented the App Flip and changed the fulfillment URL, but we're having trouble testing it. The test project is not appearing on the Google Home device, even when using the account that owns the project. We've tried everything, and the test is set to use the draft version. We don't know what might be happening. We've also tried using the Alpha channel with other testers, but they also can't see the test on their devices. Does anyone know if there are any extra steps needed to test an action that's already published in production?
If we create another project exactly the same with the same settings, it appears for testing. It seems to be some issue with the permissions of the old project, but I haven't found any reference or anyone with a similar problem.
Should anyone have any insights, I would greatly appreciate it.

I have the same issue. I need to update and test a already released Smart home action. Action console works as if test version is ready for testing, but test version cannot be tested
