I've had the same routine for a long time. All of a sudden there's an error that Google can't understand.
My routine turns off lights and starts a playlist on google music (because the build in sounds had previous problems).
Running the routine on my phone rather the google mini, I can see that the assistant is prompting me "what time shoud i set the alarm for?" I never had an alarm, there is no action that should prompt the assistant to create an alarm. Did google make it mandatory to set an alarm when using the Bedtime Routine?
Can I delete the build in routine and create a new one that uses the same start phrase?

This is not the experience we wanted you to have, let me help you. A few things: which Nest speakers are we working with? When did your issue begin? Were there any recent changes made?
It would help a lot if you could do a sequential reboot first:
If the concern persists, try to edit your ready-made routine:
About the built-in routines or what we call the ready-made routines, cannot be deleted. You can only edit the actions within it.

Thank you for sharing your thoughts on how to resolve. I tried several things and the spurious alarm prompt went away.
I believe that rebuilding the routne is what solved the issue. However, I also changed the device that plays the music from a group (of two minis) to a speaker pair (stereo).
